JAKARTA– Indonesian Transport Service User Council (Depalindo) urged the acceleration of reform Tanjung Priok port layout as the solution to reduce dwelling time of containers at the port.

Depalindo Chairman Toto Dirgantoro said dwelling time issue is not just the responsibility of PT Pelabuhan Indonesia (Pelino) II as Tanjung Priok port operators but also Customs and Excise authorities, to quarantine at the port.

“Because it takes the government commitment, including encouraging a better land layout arrangement for the governance of all activities in the port,” he told Bisnis, Sunday (2/16).

He said the initial step in the layout arranging Tanjung Priok port can be started from the inventory of government assets and Pelindo II at the port.

Furthermore, re-ordering the placement of containers for domestic, international, bulk others.

“The government should seriously fix the Tanjung Priok port because the owners of the goods are very aggrieved with loading and unloading time. Without any changes, logistics costs continue to soar and employers will be increasingly difficult to compete,” he explained.

After the assets inventory completed, then followed by the layout arrangement to anticipate the containers storage at the port. The step could cut the dwelling time, speeding up the goods traffic in and out, so it will reduce import export logistics cost.

“Currently, dwelling time at Tanjung Priok is still not ideal,” he said.

Dwelling time is a measure of the time required container imports, since the container is unloaded from the ship to the exit of the port area.

Data submitted by Indonesia Chamber of Commerce showed Tanjung Priok dwelling time reaching an average of 8 days while data Pelindo II has dropped to 6 days.

“Tanjung Priok is the port which contributed 70% of the national import-export activities, the activities in which more engaging the role of Customs and Excise,” he said.

Currently, some unloading location at Tanjung Priok or commonly known as the Red Line, Green Line and Yellow Line are not running as expected by the business sector.

“Ideally, the container inspection process category on the red line to the exit port of import cargo was 4 days to 5 days,” he said.

He assumed, port density can actually be solved if the response from all responsible parties done quickly including addressing infrastructure around the port.

He explained the current port truck only able to serve one reties day due to congestion. Previously, two container trucks can serve two transports in a day.

After 2016, Toto predicting throughput import export containers through the Port of Tanjung Priok will surge 40% compared to today.

Next year, he said Indonesia would enter the logistics integration at the global level. “Without the accelerated development Priok port, we will be increasingly difficult to compete due to higher logistics costs,” he said.

On the other hand, Director General of Sea Transportation Bobby R. Mamahit said there are five things can do to overcome the dwelling time.

First, Organda should rejuvenate the port transport most or 80% are older than 15 years.

Second, coordination with the Mayor of North Jakarta that land in front of Ancol area of 24 hectares could be converted as a parking buffer while waiting into the port. The step could reduce traffic congestion to and from the Port of Tanjung Priok.

Third, need to put up parking location in eastern Jakarta especially in Cilincing for port freight traffic control management.

Fourth, the employers do not make the dock at Priok as the accumulation of goods in order to carry out loading and unloading vessels with high productivity.

Fifth, the owner of the goods and related agencies namely Customs and Quarantine Agency in order to optimize the utilization of integrated physical checkpoints (TPFT) at Tanjung Priok Port.

According to him, stakeholders should implement the recommendations of the Ministry of Transportation to reduce the dwelling time in order to create smooth goods traffic in Tanjung Priok. “The assets that already exist in the Tanjung Priok still be optimized as a solution to overcome the problems that exist,” he said.

In October 2010, dwelling time at Tanjung Priok recorded 4.88 days, and then increased in August 2011 to 5.75 days. In June 2012 the dwelling time at Tanjung Priok the longer the 6.38 days.

Coordinating Minister for the Economy Hatta Rajasa also had concern related to increase in dwelling time at Tanjung Priok during a visit to the largest port in Indonesia.
